Dr. Salem Abd-Allah was born in Sharjah city in 1939. He started his education in Sharjah and then he attended a school in Bahrain, where he completed his primary education in 1955. In 1961, he graduated from a high school in Kuwait.
After that, he left for Moscow, where he studied Medicine and graduated as a Doctor in 1969. During his study, he participated in many students' conferences in Cairo, Damascus and Moscow. 
 
Dr. Salem commenced his working life as a medical doctor in AI-Ameeri Hospital in Kuwait in 1970. Two and a half years later, he resigned and returned to the UAE, where he was appointed at the Ministry of Health as the Director of the Preventive Medicine Department. In 1974, he was appointed as the Under Secretary, Ministry of Health. During his work at the Ministry of Health, he represented his country in many conferences.
 
At the end of 1975, he went to China, where he studied Chinese Medicine and specialized in Acupuncture therapy. In January 1977, he started the first clinic in the UAE for treatment by Acupuncture.
 
Between 1981 and 1985, he was appointed as a Member of the Federal National Council. During this period, he represented his country in a number of international conferences.
 
He also participated in a number of medical conferences and conferences of scientific miracle in 'Quran and Sunnah', and he presented a research about 'Sensation with Pain in Medical Science and Quran'.
 
In recognition of his services and devotion to the field of medicine Dr. Salem AI Mahmoud is awarded the Hamdan Award for Honouring the Individuals Working in the field of Medicine & Health. for the term 2007-2008.
